
When individuals or organizations in a country mistreat people, the national government can still correct extreme injustices. In our world as it exists at present, when a national government becomes an abuser of its own citizens, there is no effective human court of appeal. (If you think the United Nations serves this function, I invite you to talk with some Bosnians, or some Rwandans, or some Burmese, or some Chinese, or some East Timoreans, who have tried to appeal to the UN or World Court and gotten nowhere.) Unless individual people get involved, the victims may get no help at all.
